“江苏特聘教授”2012年招聘方案

徐州医学院坐落在有“五省通衢”之称的历史文化名城——江苏省徐州市。学校建于1958年,是苏北地区乃至整个淮海经济区医学教育、医疗服务和医学科研的中心,是该地区办学历史悠久、办学特色鲜明的一所省属高等医学院校。学校占地面积1000余亩,设有17个院系、11所附属医院、18个本科专业、41个硕士学位授予点。现有国家级重点学科建设培育点1个,国家级教学团队1个,省级重点学科6个,省级重点实验室4个,省级实验教学示范中心及建设点7个,省医学重点学科3个,省级重点临床专科16个,省级精品课程9门,以及省级优秀学科梯队、省级科技创新团队、省级优秀教学团队、省级优秀课程群。2009年成为博士学位授权建设单位。

二、招聘条件

从2012年起,江苏特聘教授面向海内外、省内外、校内外选聘。在入选数量上适当向海外倾斜。自身符合条件的本校在职教师亦可聘任。江苏特聘教授候选人必须达到我省正教授任职资格要求,且在我省高校正教授中属于优秀,否则不予聘任。

(一)海外应聘者条件

1.遵守中华人民共和国宪法和法律,品德高尚,学风严谨,身心健康。

2.海外候选人具有博士学位,年龄原则上不超过45周岁(1967年1月1日以后出生)。

3.获得博士学位后有连续两年以上的海外科研工作经历,一般应在国外高水平大学、科研院所获得助理教授及以上职位或其他相应职位。

4.学术造诣高深,主持过重大科研项目研究,在重要学术刊物上发表过多篇有较高影响因子的论文,或掌握关键技术,拥有重大发明专利,或在重大科技成果转化方面取得突出成绩,研究成果达到国际先进水平,在本领域国际学术界具有较大影响;科研成果无知识产权纠纷。

(二)国内应聘者条件

1.热爱祖国,具有良好的思想政治素质和道德品质,遵纪守法,学风严谨,身心健康。

2.具有博士学位和正高级专业技术职务,应聘者年龄原则上不超过45周岁(1967年1月1日以后出生)。

3.主持过国家级重大科研项目研究,研究成果达到国内领先或国际先进水平,为国内外同行公认,科研成果无知识产权纠纷;或在人才培养、教育教学方面取得突出成绩。并具备下列条件之一:

(1)获得国家自然科学奖、技术发明奖或科技进步奖二等奖及以上奖励(排名前3);

(2)获得国家杰出青年科学基金资助;

(3)获得国家社科基金项目优秀成果奖一等奖及以上(排名前2)或教育部中国高校人文社会科学研究优秀成果奖一等奖及以上(排名前2)奖励;

(4)获得高等教育国家级教学成果奖一等奖及以上(排名前2)或国家级教学名师奖奖励。

杰出和紧缺人才可适当放宽学历学位和年龄要求。

三、岗位职责

带领本学科在其前沿领域达到国内领先水平,进而赶超或保持国际先进水平;主持国家和省重大科研项目研究,力争取得重大标志性成果;领导或参与领导学科团队或教学团队建设;讲授本学科核心课程;开展国内外学术交流等。

四、聘期

聘期三年。具有中国国籍的,原则上人事关系须正式进入欧洲杯买球完全官网;具有外国国籍的,须在欧洲杯买球完全官网全职全时工作。

五、招聘程序

1.发布公告。欧洲杯买球完全官网拟定特聘教授招聘方案并报江苏省教育厅,由江苏省教育厅统一向海外发布。

2.接受报名。应聘者于2012年6月30日前通过传真、电子邮件、信函、面谈等形式向欧洲杯买球完全官网报名,并提交规定的应聘材料。

3.学校组织同行专家评审。学校成立由知名专家组成的同行专家评审委员会,严格按规定条件进行评审,择优确定向江苏省教育厅推荐的人选。

4.江苏省教育厅组织专家评审。对评审通过人选进行考察和公示,并将拟聘人选报江苏省人民政府审批。

5.正式聘任。学校与江苏特聘教授签订聘任合同和工作任务书。

六、支持方式

1.江苏省为江苏特聘教授提供100-200万元人民币/人的科研经费。欧洲杯买球完全官网为江苏特聘教授提供不低于省标准的科研经费。

2.江苏特聘教授聘期内享受由江苏省提供的每人每年12万元人民币奖金(免征个人所得税),以及由学校按照国家有关规定提供的工资、保险、福利等待遇,妥善解决其在居留和出入境、落户、子女入学等方面的困难和问题。学校将为江苏特聘教授提供国内相当有竞争力的待遇,具体待遇面议。

3.学校为江苏特聘教授创造良好的工作和生活条件,提供生活住房、科研所需的实验室和办公用房。

4.学校根据需要,为江苏特聘教授配备若干学术骨干。

Xuzhou Medical College Recruitment Plan for Jiangsu specially-appointed professors in 2012

 

Profile:

Xuzhou Medical College, situated in the famous historic and cultural city of Xuzhou, known as throughfare to five provinces was founded in 1958 and is now a medical education, medical service and medical research center in Northern Jiangsu and in the whole Huaihai economic zone. Covering over 1,000 acres, it enjoys a long history and distinct characteristics and functions directly under Jiangsu Provincial Department of Education. Xuzhou Medical College consists of 17 schools and departments, 11 affiliated hospitals and 18 undergraduate majors. It is entitled to confer master degrees in 41 programs, and in 2009 it was authorized to confer doctoral degrees.

Xuzhou Medical College has 1 foster point of National key disciplines construction, 1 National teaching team, 6 Provincial key disciplines, 4 Provincial key laboratories, Provincial experimental teaching demonstration center as well as 7 construction spots, 3 Provincial key medical disciplines, 16 Provincial key clinical specialties, 9 Provincial Top Quality courses, Provincial Excellent Discipline Echelon, Provincial Science and Technology Innovation Team, Provincial Excellent Teaching Team, and Provincial Excellent Courses group.

II. Job requirements

From the year 2012, the position of Jiangsu specially-appointed professors is open to applicants who are at home or abroad, inside or outside Jiangsu Province, inside or outside the college and universities. The quantity of selected professors should be appropriately inclined towards overseas applicants. On-the-job teachers who meet the job requirements can also be appointed to the position. Jiangsu specially-appointed professors must meet the requirement of full professor qualifications and be ranked as excellent professor among the colleges and universities in Jiangsu Province.

1. Requirements for overseas applicants

i. All applicants must abide by the Constitution of the People's Republic of China and its laws, and demonstrate moral integrity, a rigorous commitment to research, and provide proof of physical and mental fitness.

ii. All applicants should have earned a doctoral degree and ideally they should no more than 45 years old (born after January 1st ,1967).

iii. All applicants should have a minimum of two consecutive years of experience in undertaking research overseas after obtaining their doctoral degrees. More specifically, they must have been conferred with at least the title of Assistant Professor, or a position of similar status, in a recognized and accredited non-Chinese university or research institution.

iv. All applicants must have assembled a substantial performance track record, either by having led a significant research project and having published a series of influential papers in acknowledged academic journal(s) or periodical (s), or by having masted core expertise and owning invention patent (s), or by having made significant accomplishments in the conversion of scientific research results into technological innovations reaching an advanced international standard with extensive influence in their relevant academic fields. Their scientific research results must not be involved in disputed cases over intellectual property rights.

2. Requirements for domestic applicants

i. All applicants must have deep respect for China, demonstrate high ideological and political awareness and good moral character, abide by its disciplines and laws, have a rigorous commitment to research, and provide proof of physical and mental fitness.

ii. All applicants should have earned a doctoral degree and a senior professional title, and ideally should be mo more than 45 years old (born after January 1st ,1967).

iii. All applicants must have led a significant state-level research project, and the research achievement must be at least equal to leading standards in China or advanced standards in the world and be acknowledged by experts of the same trade and occupation both at home and abroad, and scientific research must not be involved in disputed cases over intellectual property rights; or all applicants must attained outstanding achievements in personnel training, education and teaching. And all applicants must satisfy one of the following requirements:

1.) Having earned a National Natural Science Award, State Technological Invention Award or at least second prize for National Science and Technology Progress Award and being in the top three if there were multiple recipients.

2.) Having been supported by the National Science Fund for Distinguished Young Scholars of China.

3.) Having earned First Prize for the Excellent Achievement Prize of National Social Science Fund Projects and being in the top two if there were multiple recipients or the first prize for the Excellent Achievement Prize of Humanities and Social Science programs in colleges and universities of China awarded by the Ministry of Education and being in the top two if there were multiple recipients.

4.) Having earned First Prize for the State-level Teaching Achievement Prize of Higher Education and being in the top two if there were multiple recipients or having been titled State-level Outstanding Teacher.

In some circumstances, should an applicant be particularly well-credentialed or if the pool of resources for the position's specific subject range is limited, the requirements in qualifications and /or age could be relaxed.

III. Responsibilities

i. To direct the program in their specific field to achieve the highest national standards while catching up with potentially overtaking those at the most advanced levels internationally;

ii. To take charge of significant national and provincial projects, while striving to achieve significant epoch-making results;

iii. To lend, or participate in, the development of an effective administration team and/ or teaching faculty;

iv. To teach core courses in their relative subjects and to conduct academic exchanges both internationally and domestically.

 

IV. Duration of Employment

The duration of employment is three (3) years. Professors holding Chinese nationality will be employed as regular full-time employees. Professors who hold non-Chinese nationality will be employed as full-time faculty on a contractual basis.

 

V. Recruiting Procedure

i. Announcement: Xuzhou Medical College draws up the plan of specially-appointed professors recruitment and reports to Jiangsu Provincial Department of Education, which will release abroad.

ii. Application: Applications may be submitted via fax, email, letter or in person prior to June 30, 2012 -all applications must be in written form and accompanied by appropriate supporting documentation.

iii. Appraisal by the college: The recruiting college has set up an appraisal committee comprised of distinguished experts and peer specialists to conduct evaluations of the applicants in accordance with their specific requirements and to select the most suitable applicants to be recommended to the Jiangsu Provincial Department of Education.

iv. Appraisal by the Jiangsu Provincial Department of Education: The Jiangsu Provincial Department of Education has set up an appraisal committee to further evaluate the applicants selected by Xuzhou Medical College and to report their recommendations to the Jiangsu Provincial Government for approval.

v.Formal employment: Xuzhou Medical College will sign an employment contract and duty of work agreement with the specially-appointed professors.

 

VI. Salary and Benifits

i. For the 3-year employment period, the Jiangsu Provincial Government will provide 1,000,000.00-2,000,000.00 RMB as research funding for Jiangsu specially-appointed professors. Xuzhou Medical College will provide research funding which will be no lower the Provincial standard.

ii. For the 3-year employment period, the Jiangsu Provincial Government will provide a bonus of 120,000.00 RMB (exempt from individual income tax) for each professor every year. The College will also provide salary, insurance, and welfare according to the relevant provisions of the State. Xuzhou Medical College will mange all issues relating to residence, the provision of the relevant visa, relocation assistance and schooling for any accompanying children, etc. Our College will provide very competitive salary domestic and the salary is negotiable.

iii. Xuzhou Medical College will try to create agreeable working and living environment for the professor and and provide him/her with life housing, scientific research laboratory and office.

iv. Xuzhou Medical College will provide the professor with academic backbone if needed.
